The Caribbean Financial Action Task Force is strengthening capacity at its Secretariat through the appointment of an Executive level staff member.

Bilingual Deputy Executive Director

The Deputy Director must be professionally qualified with at least five (5) years experience in dealing with AML/CFT issues in any of the fields of law, financial regulation or law enforcement. He or she must possess strong management and leadership qualities, as well as the ability to interact with discretion and confidence with high level government officials, the private sector, and international organisations. Strong communication and team-building skills are essential as is proficiency in reading, writing and speaking both English and Spanish.

In particular, the Deputy Director must possess comprehensive knowledge of the FATF 40 Recommendations and Nine Special Recommendations on Terrorist Financing, including Interpretative Notes, as well as the FATF AML/CFT Methodology and Handbook for Countries and Assessors.  Prior experience working in Central America or the Caribbean is an advantage and significant prior experience in conducting mutual evaluations or AML/CFT assessments is desirable.  This experience will be supported by a demonstrated sound track record of professional work within a government or mature institution which has high standing within the international community.

The appointment will be for three years and the place of work will be the CFATF Secretariat, Port of Spain, Trinidad and Tobago. The Compensation Package will consist of Salary US$84,000.00, a housing allowance of US$26,000.00 (If successful post holder comes from outside Trinidad and Tobago) and other benefits.

Job Description for Bilingual Deputy Executive Director Position at CFATF Secretariat

 

  • Promote strategic goals and objectives of the CFATF;
  • Provide executive-level Spanish speaking-capacity within the CFATF Secretariat  in order to enhance understanding of CFATF policies and programmes and to promote dialogue, active participation and engagement by Spanish-speaking Members through regular consultation, including on the margins of CFATF Plenary meetings;
  • Conduct active liaison, awareness raising, and outreach to CFATF Members on developments and emerging issues including upcoming plenary agendas, country Mutual Evaluations, typologies exercises, and other CFATF activities and initiatives with primary emphasis on Spanish-speaking countries;
  • Respond to specific issues raised by Members on behalf of the CFATF Secretariat, with primary emphasis on Spanish-speaking Members.
  • Promote and co-ordinate the making of technical recommendations regarding the  interpretation, importance, comprehensive understanding and effective implementation of  the FATF 40 Recommendations and 9 Special Recommendations;
  • Assist in the management of the Mutual Evaluation Programme including coordinating, organising, conducting and preparing Mutual Evaluations Reports with primary responsibilities for the assessment of Spanish-speaking Members and participate as a trainer in CFATF Assessors Training Workshops;
  • Represent CFATF at AML/CFT-related meetings, conferences and events, particularly those at which the working language is Spanish.
  • Monitor and report to Members regarding money laundering and terrorist financing trends and patterns, and the anti-money laundering (AML) and counter terrorist financing (CFT) developments and initiatives of Members, other countries, and international and regional organisations.
  • Coordinate with FATF, GAFISUD and other FSRBs on typologies, learning opportunities, development of best practices, and issues related to the effective implementation of the FATF Recommendations;
  • Monitor relevant Technical Assistance and Training programmes and opportunities and act as a liaison between the Secretariat and donor bodies, other FSRBs, etc. with respect to identifying and coordinating technical assistance opportunities for the benefit of CFATF and its Member countries in implementing the recommendations from their Mutual Evaluation Reports.                
  • Identify training and technical assistance needs of Members, as required, based on Mutual Evaluation Reports and facilitate, as appropriate, the provision of training and technical assistance to Members by identifying and encouraging countries to access donor programmes, training opportunities, and facilities;
  • Perform the technical and administrative functions of the Secretariat as assigned by the Executive Director and report on progress as per terms of contribution agreements with funding countries.

The Caribbean Financial Action Task Force (CFATF) is strengthening the capacity at its Secretariat through the appointment of a Translator/Administrative Assistant. 

 

The Translator/Administrative Assistant must be proficient in both English and Spanish, the official languages of the CFATF and professionally qualified with at least three (3) years experience in the provision of translation services. In addition he/she must have at least two (2) years experience in an office setting and will be required to provide administrative support functions in keeping with the requirements of the Secretariat.

  •  

    • To translate CFATF and other documents from English to Spanish as well as from Spanish to English as required by the Executive Director or Deputy Executive Directors
    • To type memos, reports, forms and correspondence in English and/or Spanish and circulate as necessary; and prepare for delivery finished form of speeches, reports, (etc) from rough layout from superior
    • To answer telephone calls in Spanish, handle routine inquiries, take and relay messages, set up appointments and keep superior informed of same
    • To co-ordinate travel and hotel arrangements
    • To assist in preparing and organising conferences/meetings which the CFATF Secretariat hosts from time to time
    • To perform diverse secretarial and clerical duties and to assist key personnel in the general operations of the Secretariat
  • The appointment will be for three (3) years and the place of work will be the CFATF Secretariat, Port of Spain, Trinidad and Tobago. The compensation package will consist of an annual salary of US$28 000.00 plus Group Health Insurance benefits.

    The Information Technology Officer would be responsible for the smooth operation of the Secretariat’s computer network systems and website so that users are able to derive the maximum benefit there-from.     The Accounting and Administrative Advisor must have the following professional experience and qualification.

    • ACCA Member or post graduate equivalent
    • Minimum three (3) years post qualification experience
    • At least three (3) years management/supervisory/administrative experience
    • Experience in the preparation of financial statements and audit schedules
    • Experience in the preparation of payroll, National Insurance, Health /surcharge and TD4 certificates.
    • Experience in the preparation of VAT returns.
    • Working knowledge of Trinidad and Tobago Tax legislation.

     

    He/she will report directly to the Executive Director of the CFATF Secretariat.

    He/she would be required

    To carry out a range of accounting and administrative duties including budget preparation, management and reporting, and other administrative duties, and must possess

    Job Description for Accounting and Administrative Advisor at the CFATF Secretariat

     

    • Assist with the preparation of the annual Operational Work Plan and Budget with calculations and estimates.
    • Contribute to overall activity planning and associated Budget projections of the CFATF Secretariat.
    • Manage the Budget for the CFATF Secretariat including day to day monitoring of expenditures.
    • Provide regular reporting and advice to the Executive Director on the best use of available resources and prepare initial drafts dealing with budget matters.
    • Advise Members of their annual contribution in a timely fashion, ensure that payments are received on time and where necessary, make appropriate recommendations in the event of arrears, in keeping with the CFATF Memorandum of Understanding
    • Maintain the financial and administrative databases for the CFATF Secretariat
    • Prepare process, monitor and verify all expenditures for the CFATF Secretariat ensuring that the applicable provisions of the CFATF Memorandum of Understanding and the CFATF Operations Manual are followed.
    • Prepare cost estimates for, manage and report on the use of funds provided for Technical Assistance and Training Projects generated through the membership and donor partners, and ensure that donors receive financial reports in a timely manner.
    • Prepare monthly staff payroll and make relevant and timely remittances to Board of Inland Revenue and National Insurance Board
    • Prepare Value Added Tax Returns and make and resolve appropriate enquiries where necessary. 
    • Undertake monthly data entry of daily income and expenditure transactions
    • Maintain and upkeep the General Ledger and all Sub-Ledgers
    • Prepare Bank reconciliation
    • Prepare financial statements for audit along with audit schedules and communicate with auditors to finalize Audited Financial Statements on an annual basis.
    • Liaise with the Audit and Budget Committee of the Steering Group with regard to Budget and Audit matters.
    • Keep abreast of developments in budget, finance and administrative management.
    • Provide administrative support for all staff related matters and in particular recruitment and contract renewal.
    • Manage recruitment and contract related issues for all CFATF Secretariat staff.
    • Participate in panel interviews and performance evaluation for administrative and technical support staff.
    • Process and monitor status of staff contracts and carry out related administrative and budgetary tasks.
    • Supervise and train administrative staff on processes and procedures in the use of financial/administrative systems.
    • Assist in the preparation of career development, work relations and performance strategies for the Secretariat staff.  
    • Oversee that all needs for the secretarial tasks in the CFATF Secretariat as a whole are met within existing resources.
    • Assist with the financial preparations for the Plenary and Ministerial Meetings to ensure that they are completed efficiently and on schedule.
    • Perform such diverse accounting and administrative duties and assist in the general operations of the Secretariat as assigned by the Executive Director or Deputy Executive Directors.
