The CFATF Procedures for the 4th Round of AML/CFT Mutual Evaluations were updated on 14 March 2018.  The amendments ensure that the quality and consistency (Q&C) process required under the Universal Procedures is applied to all CFATF Members for Follow-Up Reports (FURs) where Technical Compliance (TC) re-ratings are being sought as part of the mutual evaluation follow-up process.

The amendments clarify that:

i. All draft follow-up reports (FURs) with TC Re-ratings would be circulated to all members, COSUNs and observers, including FATF (for circulation to FATF members), at least five (5) weeks prior to discussion in the CFATF ICRG and/ or Plenary meeting. All delegations then have two (2) weeks to provide written comments on the draft; and

ii. The final version FURs with TC re-ratings would be circulated to the Global Network after the relevant CFATF Plenary discussion, and prior to publication, who will have two (2) weeks to notify the CFATF Secretariat of any serious or major Q&C issues. Follow-up reports where no issues are raised through the pre-plenary review process or during the relevant working group/plenary discussion would not be subject to this ex-post review process.

iii. If any of the FATF standards have been revised since the end of the on-site visit, the country will be assessed for compliance with all revised standards at the time its re-rating request is considered.

iv. As is the case with Mutual Evaluation Reports, all confidential information provided in support of the FUR will be excluded from the published version of the FUR. The publication of Follow-Up Reports will be done using the newly implemented standardized template and the analytical tool used for analysis and any additional information submitted that is not relevant to the re-ratings will not be published.
